Static electricity is the production of positive electrical charges (ions) created by many aspects of modern day living, including air conditioning, contact with man-mdae fibres and air pollution.  Even brushing and towel-drying the hair increases these levels.  This static charge causes the scales, or cuticles of the hair, to push hair strands apart, resulting in a rough surface.
